What is the judical review process like at a University?

I suppose it differs from college to college but what is the general process like? I went to the police today at my college and they said I can press harment charges and also my stalker will have to sit with a panel of his peers for judicial review. I believe this will be the student senate. Is the review finding out if he actually stalked me, or rather uming that he did stalk me and then finding a punishment? Do you think the stalker will have the guts to say I am crazy or make it all up or will he admit the truth and say he is sorry? The policemen said the review will decide if he has to quit his job at the school library. This is because he used the library computers to access other students schedules, which are private. Will I be asked to come to this judicial review? Is this something that will go on his permanent record. I am still debating whether or not to press criminal charges, do you think this will deter him from stalking future women?
